ABSTRACT

significant recommender systems (RS) development has occurred along with the Internet of Things (IoT) development in recent years. Recommender systems have been widely spread across diverse fields, including environmental preservation, e-commerce, healthcare, social and governance systems. There has been a growing focus on e-government as part of smart city initiatives in today's world of connected devices and infrastructure, especially after the COVID-19 pandemic. With the use of information and communication technologies (ICTs), the government can enhance the delivery of public services, increase transparency, accountability, and credibility, as well as engage citizens in the decision-making process. To facilitate 'smart' governance, one of a smart city initiative's objectives is integrating e-government into the city's governance framework. The lack of personalized services for particular stakeholders is one of the most significant limitations of e-governance. There are a number of open challenges coupled with interesting opportunities, making this a very promising and exciting area for research to shape recommendation systems for urban environments. Considering the overwhelming amount of information, services, and tasks available through smart government applications, it is a greater chance of providing personalized recommendations for different stakeholders and tasks within multi-faceted and multi-dimension. There is still a lot of research to be done on recommendation systems in the context of smart cities or smart government. This paper survey the existing studies on recommendation systems for smart governance. The study aims to address smart city challenges to considered when designing and implementing recommendations for e-governance and the target stakeholder's interests. © 2022 IEEE.

ABSTRACT

BACKGROUND: Recent disruption of medical oxygen during second wave of COVID-19 has caused nationwide panic. This study attempts to objectively analyze the medical oxygen supply chain in India along the principles of value stream mapping (VSM), identify bottlenecks and recommend systemic improvements. METHODOLOGY: Process mapping of the medical oxygen supply chain in India was done. Different licenses & approvals, their conditions, compliances, renewals among others were factored-in. All relevant circulars (Government Notices), official orders, amendments and gazette notifications pertaining to medical oxygen from April 2020-April 2021 were studied and corroborated with information from Petroleum & Explosives Safety Organization (PESO) official website. FINDINGS: Steps of medical oxygen supply chain right from oxygen manufacture to filling, storage and transport up to the end users; have regulatory bottlenecks. Consequently flow of materials is sluggish and very poor information flow has aggravated the inherent inefficiencies of the system. Government of India has been loosening regulatory norms at every stage to alleviate the crisis. CONCLUSION: Regulatory bottlenecks have indirectly fueled the informal sector over the years, which is not under Government's control with difficulty in controlling black-marketing and hoarding. Technology enabled, data-driven regulatory processes with minimum discretionary human interface can make the system more resilient.

ABSTRACT

In the last few decades, technological advancements in the power sector have accelerated the evolution of the smart grid to make the grid more efficient, reliable, and secure. Being a consumer-centric technology, a lack of knowledge and awareness in consumers may lead to consumer opposition, which could imperil the grid modification process. This research aims to identify and prioritize the factors that can be considered barriers to technology acceptance for smart grid development in India. This study follows an integrated approach of literature review, AHP, and FERA. In the present work, 17 barriers have been identified and ranked on the basis of the social, technical, and economic paradigm. This study finds the impact of government policies and stakeholders' involvement in consumers' acceptance of smart grid technology and its importance towards improving the quality of life of Indians. The government should play as the main proponent. The present work will contribute to developing and upgrading the basic framework for the smart grid in a developing country like India. ABSTRACT

Grounded on the social capital theory, the current study examines the direct and indirect association of perceived government response to COVID-19 and the interaction of government representatives on social networking sites with the Public Trust in Government (PTIG) via perceived e-governance effectiveness as a mediator. Moreover, the interactive effect of Perceived Religious Value with Perceived Government Response to COVID-19 and Interaction of Government Representatives on Social Networking Sites was assessed to enhance public trust in government. Two independent studies were performed, and data were evaluated using SmartPLS 3.0 software. Results revealed the significant direct and indirect impact of Perceived Government Response to COVID-19 and Interaction of Government Representatives on Social Networking Sites on Public Trust in Government via Perceived E-governance Effectiveness as a mediator. The results also supported the moderating role of Perceived Religious Value between the Interaction of Government Representatives on Social Networking Sites and Public Trust in Government. Likewise, the findings supported the interactive effect of Perceived Government Response to COVID-19 with Perceived Religious Value to enhance Public Trust in Government. Key policy insights about the government's timely and effective response to COVID-19 and Social Networking Sites used to enhance public trust are highlighted. © 2022.

ABSTRACT

The COVID-19 challenged the everyday life as previously had been thought. Several restrictions were introduced on citizens and previous forecasts were turned upside down. The national governments should have adopted rapidly their performance to the changed circumstances. The resilience of public administration institutions is challenged. One of the priorities of the Hungarian public administration development was the spread and improvement of digital public administration services in the last decade. The infrastructural capabilities faced a sudden rise of users as a consequence of restriction imposed by the COVID-19. Public sector institutions can more efficiently implement new institutions if there is a common trust in institutions. This paper examines those factors of public administrations which can provide a successful adaptation to the new circumstances in the first wave of the COVID-19 pandemic in Hungary. © 2022 ACM.

ABSTRACT

COVID-19 has highlighted and fast tracked the use of e-governance tools for service continuity and citizen participation, but e-governance regulation, policy and capacity remain largely unaddressed especially in the least developed and low-income countries. The United Nations Development Programme (UNDP) works in 170 countries and territories to eradicate poverty and reduce inequality, with increasing strategic focus on digitalization support to improve public services and other government functions. This study aims to better inform future international development programming and operations on e-governance support. Using a rapid evidence assessment method and aided by artificial intelligence tools, this study synthesizes the findings from the evaluations of UNDP projects and interventions in e-governance over the last 10 years to draw out lessons on what has (not) worked. Wherever possible, the study focuses on the lessons learned from e-governance interventions during the COVID-19 response and recovery process. This study is ongoing and will be completed by 2022. © 2022 ACM.

ABSTRACT

Digital political participation increasingly complements analogue forms of political participation. Elements of the political process such as dialogue, consultation, participation as well as voting have received a further digital boost in the COVID-19 pandemic. Because they reflect the new digital experiences of ever broader sections of the population, using digital means to participate in the political process will play an increasingly important role in the future. The DigiPart-Index (DPI) measures three dimensions of digital political participation for all cantons in Switzerland. The first dimension reflects how political decision-making in democracies is preceded by an opinion-formation phase. It covers tools for e-deliberation, digital political education and e-transparency. The second dimension, co-creation, maps the exchange between government agencies and civil society. The two components, e-consultation and e-demand, are surveyed for this purpose. Thirdly, in addition to public debate and an exchange between the state and society, digital tools can also be used to enable the act of voting. To this end, the foundations must be laid in the form of electronic identification, i.e. an e-ID, so that it can then be used for e-voting and e-collecting, among other things. The values for the DigiPart-Index Switzerland range from 0 to 100 points. Results show that the differences between the cantons are considerable, ranging from a minimum of 6 to a maximum of 55 points. The mean value is 31 points. The ranking tends to be led by cantons with greater financial resources. However, even the cantons at the top range of the index still have room for considerable improvement in all dimensions. © 2022 ACM.

In various countries across the globe, communication between the citizens and the government takes place through online mode which helps them to reach extensively. These innovative initiatives in technologies have restructured the lifestyle of the citizens residing in our country. The Indian government has revamped its process through outstanding digital transformation in facilitating its services in many fields like insurance, banking, education, and health care services for the citizens. The phrase e-governance has been introduced in the 17th century to concentrate on structuring the applications for facilitating services to the citizens. The deadly virus of COVID-19 has been spread all over the countries in December 2019 in Wuhan city, China. The whole world has been drastically affected and the Indian government has taken several initiatives and precautionary measures to safeguard the life of the people. Various health care applications have been developed to facilitate teleconsultation services to the people, especially in remote villages, since in developing countries like India 70 percentage of the entire population are occupied by the rural areas. The government authorities, officials, and health care workers have faced various obstacles to create knowledge and awareness about this deadly virus of COVID-19 among rural citizens. The government officials have instructed the rural citizens to maintain social distancing, use hand sanitizers, and access teleconsultation services to meet their immediate health requirements. Hence the present study has found out the recurrence of usage of e-governance health care applications among the citizens in rural areas and predicted that the exact requirement of the citizens in rural areas for effectively using the e-governance applications for health through machine learning technique in r studio.

ABSTRACT

Most governments upscaled technological adaptations and integration into public service delivery during the COVID-19 pandemic policy responses globally. This article analyzes the context of open innovation (OI) applications and initiatives that characterized public innovation trends and impacted government agencies' responses to contain different consequences of the COVID-19 pandemic in four critical areas: economic recovery strategies, logistics and supply chain, digital health-care partnerships, and collaborations. We show how policy responses increased the uptake and upscaling of OI strategies in Kenya and South Africa. In both countries, government agencies, among other things, upgraded innovative or created online integrated portals for instant data sharing and used knowledge management platforms to monitor the COVID-19 pandemic prevalence in transportation systems and the delivery of vaccines. These enabled effective policy communication and tracing of COVID-19 patients, organizing the population for the vaccination drive, and generating timely data for further action in the four mentioned sectors. La mayoría de los gobiernos mejoraron las adaptaciones tecnológicas y la integración en la prestación de servicios públicos durante las respuestas políticas a la pandemia de COVID­19 a nivel mundial. Este artículo analiza el contexto de las aplicaciones e iniciativas de Innovación Abierta (OI) que caracterizaron las tendencias de innovación pública e impactaron las respuestas de las agencias gubernamentales para contener diferentes consecuencias de la pandemia de COVID­19 en cuatro áreas críticas: estrategias de recuperación económica, logística y cadena de suministro, digital asociaciones y colaboraciones de atención médica. Mostramos cómo las respuestas políticas aumentaron la aceptación y la ampliación de las estrategias de OI en Kenia y Sudáfrica. En ambos países, las agencias gubernamentales, entre otras cosas, mejoraron o crearon portales integrados en línea innovadores para el intercambio instantáneo de datos y utilizaron plataformas de gestión del conocimiento para monitorear la prevalencia de la pandemia de COVID­19 en los sistemas de transporte y la entrega de vacunas. Estos permitieron una comunicación política efectiva y el rastreo de pacientes con COVID­19, organizando a la población para la campaña de vacunación y generando datos oportunos para acciones futuras en los cuatro sectores mencionados.

ABSTRACT

Blockchain, AI and robotics are the top three disruptive technologies that are likely to consume a major share of the supply chain (SC) technology investments in this decade. As in the past, each technology comes with inherent elements that have the potential to unlock governance and business capabilities, but not all the technological elements/ features of each are equally facilitative to the objectives of an organization. However, due to the lack of understanding of the capabilities of a technology in a specific context, governments and organizations make major investments in technologies that then result in suboptimal return on investment (ROI). This research study identifies the most facilitative features of the blockchain technologies and demonstrate their differential effects on achieving specific outcomes. Our case-based research identifies how each BCT feature contributes to specific performance benefits. Particularly this study focuses on two different use cases to show how transparency, immutability, smart contracts and consensus enablement in blockchain-based systems can help enforce Covid-19 rules and assure food safety. Finally, this research study has concluded that matching the features of a technology, specifically blockchains to the expected project outcomes can increase adoption of the technology with better return on technology investment. © 2022 IEEE.

ABSTRACT

The use of e-governance systems is crucial for the efficiency and effectiveness of public administrations. Despite significant steps in the integration of information technology in the previous years, Cyprus and Greece are still far from the European average. The COVID-19 pandemic forced State authorities to adopt emergency measures, aiming, among other things, to prevent the social gatherings of citizens. In this context, bold administrative reforms previously opposed during the design and implementation phase are now being attempted. Greece has progressed significantly during the pandemic, potentially setting an example for Cyprus despite the problematic integration of e-governance technologies. The purpose of this article is to present and analyse the reform efforts c arried o ut i n G reece a nd C yprus d uring t he p andemic, proceed to a comparative analysis and highlight useful conclusions for knowledge exchange between Greece and Cyprus. ABSTRACT

During COVID 19, many governments have been aware of the advantages of utilising information and communication technologies (ICTs). It may be challenging to reach e-governance objectives. One of the reasons for the failure of implementing successful e-governance projects, is the lack of citizens’ participation and acceptance so this paper aims to overcome this challenge by developing the e-governance acceptance model in Iran. Based on TAM structure, the conceptual model has been tested by structural equation modelling (SEM). The convenience sampling technique was used to select the sample of 469 Iranian citizens who used e-governance service. The findings show all e-governance service quality dimensions, except for security and trust and emotional engagement, positively and significantly affect perceived usefulness. Except for security and trust, other dimensions also positively affect perceived ease of use. The results show, the positive relationships between perceived usefulness and perceived ease of use with the intention of use. Copyright © 2022 Inderscience Enterprises Ltd.

ABSTRACT

The China-Pakistan Economic Corridor (CPEC) vision and mission are to improve the people's living standards of Pakistan and China through bilateral investments, trade, cultural exchanges, and economic activities. To achieve this envisioned dream, Pakistan established the China-Pakistan Economic Corridor Authority (CPECA) to further its completion, but Covid-19 slowed it down. This situation compelled the digitalization of CPEC. This article reviews the best practices and success stories of various digitalization and e-governance programs and, in this light, advises the implementation of the Ajman Digital Governance (ADG) model as a theoretical framework for CPEC digitalization. This article concludes that the Pakistani government needs to transform CPEC digitalization by setting up the CPEC Digitalization and Transformation Center (DTC) at the CPECA office to attract more investors and businesses.

ABSTRACT

The emergence of digital technologies has profoundly affected and transformed almost every aspect of societal relations. These impacts have also reached public administration, including its governance. Digital technologies’ rise has paved the way for the surfacing of a new public governance model called the Digital Era Governance (DEG) model (often referred to as e-government, digital government, e-governance, or digital governance) in which digital technologies play a central role. Therefore, the main aim of this paper is to provide a comprehensive and in-depth examination of DEG research over the past two decades. Bibliometric analysis is based on the Scopus database that contains 9175 documents published between 2001 and 2020. In this context, several established and innovative bibliometric approaches are applied. The results reveal the growth of DEG research over the last two decades, especially in recent years, as accelerated by several of the most relevant documents published in reputable journals such as Government Information Quarterly. Most DEG research has been conducted in Anglo-Saxon countries, as confirmed while examining the most relevant authors’ affiliations and collaborations. The results also indicate that DEG has advanced from conventional public services to citizen-oriented e-services by including citizens’ participation and, most recently, even to smart services by facilitating emerging and disruptive technologies. The findings add to the stock of scientific knowledge and support the evidence-based policymaking needed to successfully pursue a sustainable future.

Every country around the world is now working and pushing itself to provide citizen satisfaction, which is possible only through good governance, and people are expecting better services and better facilities from the government. The citizens keep up with their hope of expecting services from the government as they have chosen them to represent them in different situations and at different calibers. Although the government used to have a felicitous plan, this quandary may not work in situations like COVID-19, and the government has to come up with different plans and policies within a few days as it is not a facile task. Similar things happened in the Mizoram state of India, where the government of Mizoram needs to make a different effort so that people can avail government facilities from their homes through mobile phones, laptops, tablets, and computers. A reliable mixed approach is used to collect qualitative and quantitative data. Sample sizes of both men and women were taken from different officials of the Indian Police Service, Mizoram Police Service, Government College Professor, Gorkhali, and Mizo tribes, consisting of thirty respondents. The researcher also used descriptive research to expound on a population, situation, or phenomenon being studied. This research is conducted in the northeast state of Mizoram with special reference to Aizawl.

The paper deals with an analysis and evaluation of an innovative visual design of the Czech Financial Administration application, which was launched in order to solve needs arising from the COVID-19 pandemic. The Financial Administration had not made use of information technologies for several years, which had prevented the streamlining of public services offered to taxpayers. The aim of the study is to compare the perception of the visual interface design of two Financial Administration applications: (a) the Tax Portal – launched before the pandemic, and (b) the application for the provision of a compensation bonus for self-employed – launched during the pandemic. The research is based on a sequential mixed method design, where findings from a focus group and an interview are used to define relevant properties of web design to be evaluated in a questionnaire survey. The difference between variables regarding the perception of the Financial Administration applications is determined using a paired t-test. The results show that the new application has brought a significant change in the appearance of the interface design. Positive results of the Financial Administration’s innovative approach can be beneficial for future development of different e-government projects. © 2022 Prague University of Economics and Business. ABSTRACT

Purpose>This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants.Design/methodology/approach>Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected.Findings>The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages.Research limitations/implications>This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people.Practical implications>Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives.Social implications>All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services.
